Asiwaju Asiru Idris at work in his office

Born in Isanlu, Yagba East, in 1975, Asiwaju Asiru Idris trained as an economist and mathematician before graduating among the best accounting students of his year at Ahmadu Bello University, Zaria. Thirteen years in banking followed — cash operations, corporate credit, then branch leadership — the grounding that a treasury demands.

Since 2016 he has held the finance portfolio of Kogi State across two administrations, leading reforms that strengthened the state's financial framework and supported long-term stability, growth and inclusive development. His mandate has been exacting: civil service and tax reform, internally generated revenue, and dwindling national allocations.

He answered it with prudential management and a systems mindset — treasury consolidation, digital oversight, debt discipline and a thirty-two year development horizon for the state.

Reforms

Asiwaju's Six structural changes that reshaped Kogi's public finances.

Single Treasury Account

Institutionalised the TSA and a standardised chart of accounts for Kogi State, curbing leakages and establishing a credible financial reporting system.

Debt Restructuring & Clearance

Championed the restructuring of the State Government Bond to a longer tenor, and cleared ₦98.8bn in 2024 — giving Kogi the lowest debt profile nationally by January 2025.

Fiscal Transparency (SFTAS)

As State Chairperson of the World Bank SFTAS programme, coordinated reforms in budget transparency, citizen engagement and debt sustainability, unlocking performance-based grants.

Digital Governance

Deployed the KPIT performance-monitoring application and a state-wide ERP, moving budgeting, workflow and oversight onto real-time digital rails.

Business Enabling Reforms

Coordinated SABER and the Ease of Doing Business framework, and established the Economic and Investment Management Team that converted investor interest into operating assets.

Long-Horizon Planning

Introduced the 32-year Kogi State Strategic Development Plan and passed the State Fiscal Responsibility Bill into law.

  1. 2002 – 2015

    Zenith Bank Plc

    Rose from head teller to Branch Head, Obajana. Grew the retail and commercial group's balance sheet by over $35m in 2008/2009 and managed corporate relationships in excess of $30m turnover.

  2. 2016

    Special Adviser, then Commissioner

    Appointed Special Adviser on Finance and Economic Management by Governor Yahaya Bello; elevated the same year to Commissioner for Finance and Economic Development.

  3. 2020

    Revenue & National Assignments

    Interim Chairman, Kogi State Internal Revenue Service — restructured into eleven directorates. Appointed to the Ajaokuta Presidential Project Implementation Team.

  4. 2024 – Present

    Reappointed Commissioner

    Entrusted once more with Finance, Budget and Economic Planning by Governor Ahmed Usman Ododo, FCA, on the strength of an unbroken reform record.
